Test Lead

(15 month contract - extended term possible)

 

Arlington County, VA’s Department of Environmental Services (DES) seeks an experienced Test Lead to support its Utility Billing System (UBS) implementation which aims to replace its current legacy system with a modern system including process improvements.

The Testing Lead will be responsible for items such as the development & management of a comprehensive User Acceptance Testing (UAT) plan which includes creation of test procedures/schedule/scenarios, management of UAT execution, defects management, etc. The position reports to the UBS Project Manager.

UBS Project Responsibilities include (but are not limited to):

Lead the Testing effort (Functional/UAT/Integration/Performance/Regression…) and create documentation, including:

  1. Create Requirements Traceability Matrix (RTM)

  2. Create test strategy, plan, and schedule

  3. Create test scenarios including acceptance criteria

  4. Manage staffing (testers) and execution

  5. Manage test defects resolution

  6. Manage test data creation and maintenance

  7. Manage test environment maintenance

  8. Assist testing execution

  9. Produce progress reports / dashboards to communicate status, and issues/risks

  10. Lead test meeting to address status, open items, issues/risks

  11. Work with UBS Project Manager to resolve defects, issues, and test needs

 

The successful candidate must have:

  1. Bachelor's degree with 5+ years’ experience with testing and system integration implementations

  2. Experience leading Testing (UAT/Integration…), including preparation of key artifacts such as test strategy document, test plan, manual test scenarios and acceptance criteria

  3. Experience with defect management

  4. Utilities experience preferred

  5. Ability to work in a dynamic environment that requires the individual to simultaneously manage several activities, while paying attention to detail and quality

  6. Experience facilitating communication between technical staff, vendors, business SMEs and end users

  7. Ability to take initiative, embrace and adapt to change and lead teams to deliver results

  8. Strong analytical and organizational skills

  9. Strong written and oral communication skills

  10. Ability to translate technical and or complex business concepts into lay terms and visuals in a compelling way.

  11. Ability to guide business users through a structured methodology to arrive at informed decisions.

  12. Strong Microsoft Office, Project and Visio skills

  13. Expertise in design software and other tools to create visually appealing job aids and manuals.
